PC schaltet sich kurz selber ein und dann wieder aus, ohne dass Startknopf gedrückt wurde. Das NUR wenn der PC Stromstecker in Steckdose gesteckt wird. Warum?
Der Pc wird per Stecker mit dem Stromnetz verbunden, und just in diesem Moment, wenn der PC mit dem Stromnetz durch den Stecker verbunden ist, schaltet sich der PC selbstständig ein, läuft 1 Sekunde, und schaltet sich selber wieder ab. Sobald der PC dann für Tage mit dem Stromnetz verbunden ist, ist alles ok und er schaltet sich nicht selber an. Es ist ein nagelneuer DELL Desktop PC, kein Laptop. Wieso ist das so?

Normal. The NT and the BIOS run briefly through the network connection and switches off the electronics immediately. If it is not possible to change, this is mMn not only for DELL, but also for other manufacturers.
No, it’s not normal. The power supply also provides 5 V in the switched-off state, otherwise “Wake On” would not work via USB keyboard or LAN.
But who switches off the power supply?
For years my PC has also been separated from the network in the rest state. A stairlight automatic switch on the mains voltage for 30 seconds and, after actuation of the power-on button (within this time), 12V are then available for a holder for the mains voltage. The power supply has never been operational without the power-on button.
However, in the combination of BIOS and motherboard used there, this is normal. You can’t change either.
