If a device is disabled, it will be in the Device Manager marked with a downward arrow.
If the drive is to be activated, right click on the drive entry >
Enable device . .

I put my PC back two times. As shown here:
I have not heard that any device had been deactivated after that.

Try the following: Open the device manager > Click in it an empty place at > In the menu bar: Action > Search for modified hardware . .
After a few seconds, missing disks would have to appear.

I’m not sure of myself, but maybe you can look at the BIOS. You can set which hard drives should start when the computer is up. It can happen that hard drives are not started at all. Look at this.

Ka which Win you have but it is possible that the hard drive does not have the correct formatting anymore, as you have reset. Google times which you need (Fat32, NFTS, etc.) and format them accordingly in the bios.
