Check the task manager to see if any of the applications seem suspicious and, if necessary, lower the value of the Dwords-32 name "waittokillservice timeout" in the registry so that it doesn't wait so long but shuts down immediately.

No, it fits.

You can't see all programs, many run "hidden", but that's fine

The fact that the program doesn't have a name is a bit suspicious. Does Windows Defender not detect any viruses?

This could also be the Defender itself.

I don't know how old your PC is, but if it's around 10 years old, then that's probably the problem…
