Whenever I try to shut down my PC, this screen pops up. I'm familiar with it and know it's nothing serious, but I never have any apps open. Could it be something like a virus running in the background?

Check the task manager to see if any of the applications seem suspicious and, if necessary, lower the value of the Dwords-32 name "waittokillservice timeout" in the registry so that it doesn't wait so long but shuts down immediately.

The fact that the program doesn't have a name is a bit suspicious. Does Windows Defender not detect any viruses?
This could also be the Defender itself.

I don't know how old your PC is, but if it's around 10 years old, then that's probably the problem…
