I assume you’ve already released the screws…

Under your cooler there is heat-conducting paste, which is intended to fill the air between cooler and chip, as air is a very poor heat conductor. This results in a kind of vacuum. That’s why you shouldn’t just pull the cooler away, because you’d rather tear the cooler out of the base with the CPU down there. Simply turn left and right and push the cooler from the CPU. Then air can reach between cooler and chip and it can be released.

If you have solved the black screws so far that they no longer hold in the motherboard, you can release the cooler with a slight rotation from the CPU.

In many cases, the cooler sticks properly to the CPU. With the lathe you can solve the cooler.

Make sure you don’t accidentally open the socket lock and damage your CPU.

In particular, these “heat-conducting pads” which are already preassembled on the heat sink occasionally adhere strongly to the CPU.

This should (at least earlier) have often led to corrupted CPUs when the cooler had to be removed in the standard AMD-“Wraith” coolers (and in some others).

Therefore, some PC builders have scraped off these WL pads from the cooler before assembly and replaced them with normal WL pads.

That’s not a fan. This is just the heat sink that sits on the CPU.

My mistake, read “on” instead of “ab”.

When all screws are loose, simply pull vigorously, the heat-conducting paste can act like glue.

Yes, take ISO-propyl alcohol and carefully wipe everything. So there are no more leftovers.
