Then there were problems in the past, causing Paypal to lower your credit.
Once Paypal has been charged, or has the invoice not been paid in due time? Do you ever get a reminder from Paypal?
If so, then that's the reason…

Also possible entries in the Schufa by other companies affect the credit quality at Paypal.

There can be nothing, select a payment type that accepts Paypal and always pay the remaining bills in good time.

With the time your score would have to rise again, and in a few years it would have to go again.

Yeah, that's a lot of people.

Too many bank accounts
too many credit cards
too many small loans
frequent deductions
wrong environment (neighboring pays no more)

etc. may be reasons for this.

PayPal doesn't have to grant you this either.

If you don't have money, don't buy anything.

Where is the problem of paying it?
What help? PayPal doesn't let you pay later. What do you not understand?

Yes, PayPal obviously assumes that you do not have sufficient credit. There's not much to do.

Yes, sometimes it is.

30 days of payment? Your person's credit is not enough, so it's likely that this payment will be denied to you in the longer term. Pay by bank or credit card.

PayPal cannot see how much you have on your account. And if you're supposed to have enough on the account, I wonder why you're doing everything you can to pay for later…

Can you, probably you didn't pay for the bill and PayPal is currently not trustworthy.

Have you tried Klarna? They also have invoices on offer.

Paypal accepts payment after 30 days only by customers with very good credit quality .

This is obviously not true to you.

You're all year round?
