You don’t use it anymore and you deleted your account.

Then you can also ignore the mail.

Either it is spam / scam or Paypal wants to win you back as a customer.

I’ll tap first. So: do not click on a link in the mail.

In your place, I’d just delete it.

Do not click on a link in the mail! If, then try to log in normally via the browser via a known link. This should fail if you don’t have an account.

You didn’t “delete” your PayPal account, because that’s not possible.
PayPal accounts can only be “closed” but not deleted. All data stay at Paypal for at least 10 years.
You can and cannot create a new Paypal account and your bank account is not reusable at Paypal.

You can ignore the mail.

If you don’t need your PayPal account and you don’t need to do anything in the future.
