PayPal has wrongly blocked my account, what can I do?
PayPal has permanently blocked my PayPal account: "Your account has been restricted because it is associated with other PayPal accounts that have violated the PayPal Acceptable Use Policy."
After phone calls and several emails to euaup@paypal.de and ppelce@paypal.de, I finally received the following statement from PayPal: "Our records show that you have another PayPal account under the e-mail domain @gmx.net. We have determined that the website from which you made a purchase is in violation of our Terms of Use. The violation is considered so serious that all other associated PayPal accounts will also be closed."
But I don't have a GMX e-mail address. I also went through all the PayPal transactions up to mid-2009 and my bank account transactions, but none of the ones I made a transaction with through my PayPal account have a GMX email address listed. And everything I bought was in no way against the PayPal terms and conditions.
After more emails, I finally got the GMX address that I am associated with. As was to be expected, it is completely unknown to me.
Now I would like to file a criminal complaint against the person who got me into this mess, but I have not received any further information from PayPal, so I can't make any concrete accusations against them. So I don't know what data PayPal is using to establish a link between me or my PayPal account and the infringer. Is it the bank account? The (postal) address? The mere name, phone number or similar?
But how am I supposed to prove that I am not guilty of anything? PayPal would cooperate with the law enforcement authorities and give them more information, but no more than the person concerned. How should I involve the law enforcement authorities if I have nothing to go on?

By the way, the Cologne Public Prosecutor did not initiate any investigations, because PayPal has its seat abroad and he did not see any possibility of receiving further information from PayPal.

The account was not hacked – there were no transactions in my account that could justify this suspicion.
Rather, someone had signed up with a completely different e-mail address at PayPal but used parts of my personal data (name, address, etc.) and driven with this PayPal account Schindluder, not known to me.
My complaint about identity theft/abuse had no success because the prosecutor did not see any prospects for success, he did not even determine.
