If the consignor has not sent anything, open a “case” at PP.

If he has sent, and the goods have not arrived at the sender. He will then conduct research on the parcel service.

First contact with VK what’s going on. He can then make a research assignment.

If he does not answer conflict, open problem with PayPal.
