Of course, you have quite deliberately entered a wrong date of birth, even if you don't want to remember it today.

And of course, an internationally acting bank cannot be punched on the nose by underage data counters and that is good and right.

You will have to live your life with high probability without PayPal… 🤷 ♂️

If you got married at 18 then at some point in the meantime, have moved, have another bank account and another email – yes then it could be works.

Paypal is not a computer game, but an international bank.

Anyone who violates the rules, who lies, falsifies, cheats, and illegally uses Paypal… is locked forever.
With them Paypal NIE wants to do something again – and that's good.

That the Paypal NIE can use again, that is good for Paypal and that is good for all honest paypal users .

Paypal does not attach any value to unlawful sales of liars, counterfeiters, fraudsters and AGB offenders. And that's good.

You can't "delete" a PayPal account, even if this is repeatedly claimed by ignorant:

You can only make your account disable , the stored data is stored for at least 10 years.

You cheated a bank with wrong data, that's not a cavalier deal.

PayPal has a Luxembourg bank license, is subject to European banking laws and can certainly not be danced by minor birth data counters on the nose.
