You cannot delete a PayPal account, but only disable it. The data are then still according to the banking law stored for 10 years.
So it’s logical that you can’t open a new account with this email address for the next 10 years because it’s deposited with the old account.
Generally, I don’t mind why you should delete your account to create a new account. You obviously want to continue using the service.

Why do you even think about deleting the account?
Don’t use it if you don’t need it.
And later you can use it again if necessary – provided of course, everything in the account is lawful, correct and AGB-compliant.
