Does the number fit?
I'm currently writing a Harry Potter story and have imagined an entire class. I've created 28 students, including the main characters (there's one main character and about five important supporting characters). (It takes place a year before Harry's time.)

- 7 Hufflepuffs
- 7 Ravenclaws
- 6 Gryffindors
Do you think that's too much for one story?

If you are staying with the 6 relevant people and who are well-introduced and informed, 28 is clearly too much – when information comes.
In principle, however, I would just do and then read & improve.
