Passenger rights in the event of bus cancellations?

Yesterday, I wanted to take a bus between Lüchow and Uelzen with two people. The timetable and ticket purchase showed a price of €31 (the Niedersachsenticket is automatically offered as the cheapest fare). The Niedersachsenticket is non-refundable.
Unfortunately, bus service in the district was cancelled this morning due to black ice, but I hadn't planned to board until 2:04 p.m. The regional buses were already running again. However, this operator, part of the transport network (VNN, RBB, LSE, VBN, DB), which was completely confusing to me, had decided not to run all day. There was no online redirection from the timetable information to this operator (VNN). The timetable listed LSE and RBB as the transport providers. So I stood at the bus stop for over 40 minutes before I called a taxi.
My question: Can I get a refund of the €31 for the missed bus or even taxi ride?
Will passenger rights help me in any way in such a case? I wanted to travel according to the traffic situation, and I've somehow fallen victim to the information policy of the operators. So far, I haven't received any leniency. 🙁
