Hi. Folgender Fall: Paket wird aus DE nach Polen gesendet, Empfänger hat es nicht rechtzeitig aus der Postfiliale geholt. Paket geht zurück an den Absender, DHL will dafür aber 12€ entgelt bei der Paketübergabe. Absender lehnt dies jedoch ab und verweigert die Annahme. (Warenwert unter 12€). -Was geschieht nun mit dem Paket ? -Und verlangt…

You need to know what’s in the package. And the also in the customs declaration.
And why should you lie in weight (7 kg)? They actually have scales in the inch over which the packages run, what sense should there be a wrong weight indication?
The question does not make any sense in terms of language or content.
The weight is not relevant. You give to what you paid.
