Paid for the package and customs, but still didn't receive the package?

I ordered something from England and refused to accept it. Since the seller refused to take the package back, I took it and provided proof of payment for the package and the customs duties. So the package belongs to me, right?

I received a message from UPS telling me to contact the seller. They should indicate that they can send the package to me.

The problem: That's exactly what he doesn't do. He usually doesn't respond, and when he does, he just doesn't respond. In any case, he blocks my ability to receive my package.

What can I do now?

Is there any other option without involving the seller, since everything has already been paid for?
