Yes, you would do that primarily through your own repositories that you will maintain and supplement packages.

However, if it doesn’t really make sense as long as there is no significant amount of devices that use it, it would be easier to make local changes, possibly via a tool like ansible then also on several devices.

PS: For your own software you can of course run an additional repo that provides it. In Arch would be the best way but a PKGBUILD, additional software comes in arch usually via the AUR.

But I don’t see much sense in it. Too time-consuming and in the end, a self-configured arch may make more sense.

There is a suitable distro for every niche today.

Yes, you have to install the operating system first. Then you can download required programs and packages and insert your own code. At the end, you will create an ISO-Date with the installation wizard.
