I recently applied for an online PIN for online banking. I just received a letter with the login details for the Sparda Secure app. Can I use it to log in to TEO? I need my customer number and online PIN for that. Can I see this information in the Secure app?

In the first step, you need the online pen to include your account in TEO. To confirm the integration, you need the Secureapp. To unlock the Secureapp, you need an activation code. This one comes in a separate letter and seems to be yours.
I.e. first unlock Secureapp with activation code, then connect account in Teo, confirm this with the Secureapp
