Normal after circumcision?

Due to severe phimosis, I was circumcised over four weeks ago. The wound has healed relatively well now; only the surrounding scar remains, which is a little swollen and bluish. Since the skin is also very dry and I'm worried about it cracking, I'm applying Bepanthen cream to the scar again. Is this okay, or should I use a different cream or grease?
What's really worrying me right now is that a few days ago, in the evening, there was a thick, white substance at the end of my urethra. It looked and had the consistency of Nivea Creme. That same evening, I also felt a slight burning sensation when urinating, but no symptoms like fever or redness. Since I was on vacation, I had a quick check-up there because they suspected I had a urethritis, and they said there was no infection in my urine. I've read that this could also be a sexually transmitted disease. But I haven't had sex in two months. Could this be related to the healing process, or should I get tested for everything again here?
