Can North Korea or Russia actually be disconnected from the Internet? So citizens of these countries no longer have access to the Internet? Would the US have the power to do this? Or if the countries around it stopped passing this on. Or could they dial in via smartphone from other countries?

You can play games offline just as well. It's a bit of a hobby, but it's a good way to pass the time. If you still have some data on your mobile, you can use it there, too.

Ask your neighbor politely if you can use their Wi-Fi for a month and give them €20. You probably won't get it cheaper anyway.
