My genitals are bloated?

Hello.

I'm really embarrassed to ask this right now, but it's an emergency. (Well, it could be one.)

My genitals suddenly started to itch. I started scratching them. Afterward, I went to the bathroom to check if they had turned red. And suddenly I saw that a kind of blister had swelled up underneath. It had simply gotten thicker. When I squeezed it, it felt like there was fluid inside. My glans also looked as if it had gotten thicker inside. Then I thought that maybe when I urinated, things would go back to normal. Then I noticed that it was really difficult for the urine to come out.

When I was finished, I looked and everything was the same.

What could I do? Please help me.
