There is no general rule, bars also make the policy that employees can spend on a certain amount of free drinks, but some bars are not.

But that a bartender-issued drinks privately will never happen.

As a rule, the bartenders in bars where the policy does not provide free drinks will also not issue free drinks. Or if they make it for really good friends, they just don’t get caught.
