Because of the camera. Weight doesn’t matter.
You need to register them and also an insurance must be completed.

But if on Amazon it is clearly “toy drone”, it is excluded. If not, then the above is necessary.

Apart from the fact that such a 30€ billiard drone won’t baptize, it’s very difficult to say whether toys or not. It is not clear on the website. The manufacturer has not marked the drone as a toy.

But, as I said, I’d advise anyway to buy a part like that. Video quality will be really bad and will not be right to your expectations, according to my assessment.
