Does the company have to polish it smooth?
I got my tires from Merbag/Wiesenthal, Mercedes' largest partner in Austria.
They scratched all the rims while changing them, so they sent them in for repair. The edges have now been repaired, but there are now circular scratches all around the screws.

The wheels were incorrectly tensioned during balancing. Of course, you have a claim to damages against the workshop. If it can’t be repaired, it’s about a set of new rims.
Theoretically, you should be able to complain. But you seem to have so many small macks on the wheels if that’s your winter tires, because the paint is already underwhelmed at the high-gloss surfaces in no time.
That’s the problem. The rims were completely normal and only looks like they “repaired” it. And I ride all year round
