MPU despite test certificate?

When I was younger I messed up and finally had to take an MPU
There are new regulations now and you can reissue your driver's license. I just didn't have a driver's license, but a test certificate. Can I still reissue it? Can someone please tell me what I should do and if there is another way than the MPU because I feel it would be unfair not to be able to do that because I have a test certificate.
A friend of mine also has to do an MPU and told me that he is doing the new one, but you have to write what kind of driving license he had and a test certificate does not count as a driving license
