Depends on the drive when there is a CD I have no idea that on a hard drive or USB stick should just go. All data from the game and the .exe file to copy the game on it. The recipient then only has to drag the data to the correct location. (Mostly to the place where you removed them from your PC.) Or you can change the memory path of the game if you save the game file where different. (For games launchers, most of the instalations settings can be found)
Of course, it just goes to find the game folder and push everything to the other hard drive. If you only have to pay attention to the fact that you change the location in the respective launcher or that the game is not installed.

you go to the game what you want to move and right click on it. Then features and under local data you have the location of the game. Then simply move data wherever. At the end, you need to select your new location in Steam as a location. You can do everything in the settings.
