§5 FeV:

(1) Whoever leads on public roads a mofa (§ 4(1), second sentence 1) or a motor vehicle corresponding to the provisions of Section 4(1), second sentence, point 1b,
has to be demonstrated in a testthat he

1. has sufficient knowledge of the legal regulations governing the performance of a motor vehicle and

2. is familiar with the dangers of road transport and the behaviour required for its defence.

The test does not have to discourage anyone who has a driving licence according to § 4 or a foreign permit which is entitled to conduct motor vehicles in Germany. The competent national authority or body designated by it or competent under national law shall determine the examining body.

§76 FeV:

The following provisions shall apply to the following provisions:

§ 5(1) (examination for the performance of Mofas pursuant to § 4(1), second sentence, point 1 or a motor vehicle pursuant to § 4(1), second sentence, point 1b)

does not apply to drivers of the vehicles referred to in § 4(1), second sentence 1 and 1b, prior to 1st sentence. April 1980 the 15th year of life.
