An intact variomatic with centrifugal clutch drives super gently without having to do anything other than to raise the gas. A previous owner might have tried in tuning and changed the weights or the like.

Or it is a cheap China construction market scooter where the parts in the drivetrain were not precisely manufactured and desburred.

then naturally only the gas slowly turn up
