Microsoft account hacked?

Hello, I was hacked and he changed my email address and yes, he does things the whole time like buying things using my name and playing MC etc. and I can still access it and the password is the same but I panicked too much and had the account restored so that I can't change anything and yes, I can't change anything anymore because he changed my email address and I didn't get the code but somehow I managed to change the password because I wrote to support but the email is still from him, he's an American and I also have a PayPal account and his phone number and I think that's where I live and now I don't know what to do because I can't file a report because I'm too young, thanks for reading/helping
