Message deleted on WhatsApp, how is this received?

I have a question about WhatsApp and I haven't been able to find much help on Google.

If I delete a message on WhatsApp (delete for everyone), the chat says you have deleted the message.

So the other person knows I wrote something. But now the question: the chat didn't jump to the top of my list, like a normal message. What about him? The same thing, does he only see it when he actively goes to the history? I only see the note when I go to the history, and it's not even the first line under the name. The last message is still there. Completely normal. I hope you understand what I mean…
