Message a stranger on Instagram?

Hello everyone,

For a few weeks now, I've been watching a strange woman look at every one of my Insta stories, even though we don't follow each other and we don't have any followers in common.

Since this morning, she's suddenly started following me, which strikes me as odd, because she only follows a small number of people compared to her followers. My question is, should I message her, and if so, how? I almost never message women on Instagram.
