He has to balance out the minus anyway, quit and leave the minus to stand will not work.

The friend cannot delete his bank account, he can cancel it at most. Then the bank tells him what she gets from him. This will probably be more than the 10 euros, because he must pay interest in an overdraft.

Does your friend have a new bank connection? He can make an account resolution request with his new bank for the old account. The banks then take care of account balance.

The account resolution costs a fee to request from your bank. The account transfer costs overdraft and/or target interest. This amount is also requested by the bank.

He has to pay as much as he has minus. If he has 10€ minus, he has to pay 10€ to get to 0. Then it can only delete

He may terminate his account with the bank on a specific date. The bank will demand compensation beforehand. Before that, the bank cannot delete it.
