My budgie has a yellow bottom and feces sticking to the back. What should I do?

My favorite bird, Zeynep, has been noticeably scratching her rear end for the past three days. I noticed that it's yellow and that there's feces on her feathers. The hole is red and noticeably large. On the other birds, it's covered in white feathers and you can only see a small hole. I wet Zeynep a little with water and carefully wiped off the feces. She's drying off now, but she keeps moving her tail feathers up and down. I took a picture of what it looks like now. It was worse before, though. What could it be? Should I go to the vet? I'm almost there.
