Meaning of skill in this context :?

I'm reading a manga and at the end of a fight the winner says:

If skill, rather than luck , were to decide the victory, you might have won by now

By skill does he mean skills or fate ?

Is there a rule how I can recognize what the person opposite means? There are two definitions of skill.

He means the skills. The fighting style, strength, endurance, discipline….

I’m sure the underlying one had bad luck. Sword lost or broken, blinded by the sun, who knows…?

In this case, “Glück” is the context. The winner won by luck.
