Making phone calls out of boredom?
Is it normal to call government offices, customer hotlines, etc. out of boredom and ask random questions?

No. Please don't do this. They have also worked and therefore hang out in many places. You also block the line for others who actually have a concern there.
If that were normal, would it be sick to stop it? You want to get back fat supplements and waiting minutes at hotlines. If the state then raises taxes on revenue, we could renovate a lot of roads.
