There are no maggots. I see rice on the photo of normal whole grain or round grain. I’d like to eat them. The black thing you see there is the shell of this grain. It’s normal.

Don’t worry, they’re not vermins or the like, but it’s something of grain and completely harmless and you can eat it without thought.
