No way. The flow must not be too low because otherwise you have practically no cooling.

100% will not be necessary. But a fixed speed is the right approach.

You can try to reduce the speed a little so that pumping is not too annoying. With a CPU benchmark, you can check whether the cooling performance is not affected.

The fans from the radiator can be controlled via a fan curve indicating the CPU temperature.

… With a custom water cooling, you would regulate it using the water temperature, but this option does not exist for AIOs.

Too low is not good.
If you don’t hear the pump at 100%, leave it at 100%.
But normally you hear them etc, start at 50% and set a good fan curve.
