No way. The flow must not be too low because otherwise you have practically no cooling.
100% will not be necessary. But a fixed speed is the right approach.
You can try to reduce the speed a little so that pumping is not too annoying. With a CPU benchmark, you can check whether the cooling performance is not affected.

The fans from the radiator can be controlled via a fan curve indicating the CPU temperature.

If you don’t hear the pump at 100%, leave it at 100%.
