Ligier x too 45 kmh car only starts with start pilot on?

I have a 45kmh car, to be precise a Ligier x too moped car with a Lombardini Focs 502 diesel engine (cylinder). It starts when it's cold but only with starter fluid (even when I preheat it for 10 seconds). I've already changed the air filter and one of the two glow plugs (the second one is still being done, I didn't have time)… it's also had a new oil change, and when it's warm or has been running it starts without any problems.
Where could the problem lie?
I really need help because I always have to go to work

Du brauchst eine Werkstatt! Denn ob die Glühkerzen tatsächlich defekt sind, erfährt man aus der Frage nicht. Und ob die Einspritzanlage irgendwo eine Macke hat, wirst Du selbst wohl eher nicht heraus finden. Ebensowenig wohl auch bei der Kompression… Luft- und Ölfilter wechseln ist zwar nie ganz verkehrt, verbessert aber in den seltensten Fällen das Kaltstartverhalten.
