Yes. You have the same effect with the same pedal power.

Depends on what you mean effectively. You can consume calories or train your legs equally well. But at the latest when you leave the saddle, you work with the whole body. You pull on the handlebar, so train the upper body.

In terms of circulation, breathing, oxygen efficiency, mental training… yes.

However, the same muscles are not required at the legs, and the upper body is of course not at all.

Yes for the heart but calorie consumption is much less available
