Letters – Create a logo [Which website/ app]?

I wanted to ask which website I can use to create a cool logo like the one in the picture (it's my friend's, but he didn't reply). Please, free of charge.

For this you only need a normal image processing program like Paint.NET and some exercise.
Hello, I'd do it with GIMP. It would be even more professional with Inkscape, but this requires more integration (I find). Either way, you won't get around some effort, time, tutorials etc.
However, both programs are free and can really be a lot.
