Remap laptop keyboard?

Hello,

In order to set quotation marks above and below even outside of writing programs with automatic formatting, I always have to use [alt] + 0132 or similar key combinations.

It would be cool if I could remap keys. For example, I could press [alt] + num1 to get a quotation mark at the bottom, etc.

Is this possible, and if so, how? It's a completely normal laptop keyboard.
