B1 is sufficient for simple everyday areas. You then learned the basic grammatic and have enough vocabulary to express yourself in everyday situations in a comprehensible way: shopping / go to the doctor / give information about yourself and your family / tell what you did or want to make / make suggestions / talk about the weather / discuss in simple pro+contra situations and justify your opinion. You can write simple letters, understand very simple texts completely, get the most important information from more difficult texts.

To your question:

You will be able to talk to a person who speaks the language very well in which context, as I said above. If the person actually speaks the language very well, then it should also be intelligent enough to choose simpler vocabulary in conversation with you and to use simpler structures than they would do with a native speaker. It must also be able to explain unavoidable terms that you do not yet know in a simple language. If you can’t express yourself correctly and if perhaps what you want to say is quite incomprehensible, this other person must be able to find out what you wanted to say through targeted demand on your B1 level. So it depends very strongly on the other person how your conversation runs.

But in order to be able to conduct really rich discussions, you should already have a B2 level. That’s my opinion. But that also depends, of course, on what you have to claim.

In some topics, you can lead relatively simple conversations when the one speaks slowly and you know what it is or are prepared.

B2 would be another corner and from there it is floating Spanish, but with reservation.

Well, you can agree, but I wouldn’t call it good, at least not fluent. You won’t be able to understand everything, but it’s gonna work out somehow.
