Long wait for the fiber optic, what to do?

My parents signed a fiber optic contract. At that point, the cable was already in our street. We signed a contract where we didn't have to pay the €750 fee, just a €70 fee. We signed this contract in March, and a woman told us on the phone that they'd be there in four weeks. The engineer had already been here a while ago. All that's left is to run the cable into the house. Is that normal, and can we sue them for it?
