This could be a thunderfish (also called Thripse/Fransenflüglers) that occur precisely in this weather.

Thripse are generally not harmful to human health, but it may well happen that the animals with mouth tools try to penetrate the skin. Such a bite can cause easy itching on the affected area of the skin, but thunderfishes do not suck blood.

Probably Fransenflügler. In my area also called thunderfish. Just because they like to be on the move in the current fluent weather.
