Kymco Super8 revs up on cold start?

I only have to kick it twice to get it running. My only problem is that when I start it from cold, it initially has a low revving speed and then, after about 10 seconds, it revs up quite fast on its own. Depending on the temperature, this lasts for about 20-40 seconds, I'd say. Is this intentional? Is it caused by the CDI? Does the scooter even have a CDI? Unfortunately, I know very little about the scooter…
Another thing is that even if the scooter has been running for maybe five minutes, it still takes a relatively long time to slow down.
