Strong legs despite being underweight?

Hello, as the title suggests, I'm now underweight due to my weight loss. My goal is to maintain my weight, but I still find my legs too large compared to my upper body proportions. I'm not exercising as much at the moment because I'm afraid of getting any larger.

What can I do to lose weight on my legs (especially thighs)?

Then you should not keep your weight, but increase again. Underweight is harmful to health.

If you take back, your proportions will probably be right again, i.e. the rest will fit the legs again. That would definitely be healthier.

Or just accept that your legs are like that. Maybe you feel your legs too thick, but the truth looks different.
