Paypal doesn’t want minor customers.

You can have a normal current (provided parental consent) but also there would be an audit of the AGB depending on what you have with “social projects, donations etc. ” mean.

If you get your pocket money on it, you don’t give it a rehearsal. If you enter donation funds or manage funds from a social project, you would check if the AGB is ok or if it needs another type (company account, for example). I just don’t know.

GoFundMe might be an option. As far as I can see, it’s okay from 13 with parents’ permission.

No, Paypal is without exception from 18.

However, with the consent of your parents, you can open a current account with a bank or savings bank.

PayPal is from 18, without exception. The opening of an account with false data (including the year of birth) is a crime and you would risk only a barrier from you as a person

You can open a normal current account with your parents or guardians at a bank
