Yes, some species can actually drown. For example, animals belonging to the maze family. Their gills have been reduced as they have an organ with which they can breathe oxygen out of the air. So if these fish are dragged on, they can drown on what would actually be suffocated.
Even if a saltwater fish floats in freshwater, it can drown indirectly.
Time in seriousness: dolphins and whales can actually drown when the nich show up for airlift.
Whale and dolphins are not fish.
