There are certain reasons that make a comma necessary for an extended infinitive, none of which is given here – in this respect the comma may be set, but it does not have to. This also does not change that the infinitive is used here as a subject if this has led to confusion.

By the way: JEDER NS – i.e. without exception (!) – ends with the predicate (as a sentence), with a verb (as a word type).
