I wash some things by hand, but it still drips. In the summer I do it in the garden, but what do I do in the winter?

How to remove dry shampoo from clothes?
I have brown dry shampoo on my white T-shirt. Is there any way to remove it without washing?
If the washing is carried out in winter at reduced degrees outdoors, the water freezes in the washing immediately, but then goes directly into the gaseous aggregate state and escapes as steam. The laundry is then freeze-dried.
