Killer budgie?

I have a 4 year old budgie. Back then the budgie also had a partner. But my parents and I noticed straight away that the relationship between the two was not right. They both became tame quickly. The female (my current budgie) always attacked the male and 'forbade' him from eating, even though there were two feeding stations. After a short time the male died. So that the female wouldn't be alone we immediately bought a new budgie (another male) and the same thing happened as with the first one. Constant bullying etc. The budgie also died after less than a month. So we got fed up and didn't buy a new one, and the female was one for a while. Now we have got a new baby budgie (a few months old) but we keep them both in separate cages next to each other to be on the safe side. When the new budgie has free flight he quickly becomes curious and flies to the female. I've also seen her bite his foot and not let go, causing my baby budgie to panic completely. When one of our budgies is allowed to fly freely, we temporarily move the other cage to another room to prevent such attacks from happening again.
My question: Since budgies are flock animals, they must be kept in pairs at least. Does it count as animal cruelty even if they're in separate cages? The little budgie has already become very tame and has grown on me. I'm afraid the same thing will happen again.
