Keeping fish without a pump/filter?

I wanted to ask if you can keep a fish/fish without a filter or pump. I visited my grandma today, and she had a clear vase that I think holds 5 liters. She had bought two fish a month ago and put them in with artificial plants. I thought it was really funny. I said it wouldn't work and what the heck was going on…😂 However, I came to visit today, and today, after a month, one of the two fish died.
Even with normal tap water… can you keep shrimp together with fish?
How does this work in such a “small” container and which fish are suitable for it.
